California Government Code section 65460 defines a transit village development area as extending not more than a quarter-mile around a rail-transit parcel (green shading). Section 65460.2(g) provides a 25% density bonus and expedited permitting for transit village development districts.

Loni Hancock's AB 691 amends California Government Code section 65460 to allow a city or county to declare a portion of an existing plan (such as the South Shattuck Strategic Plan) a transit vilage.

California Senate Bill 521 would define a lack of high-density housing in a transit village
development district as "blight," allowing it to be converted into a redevelopment district. (Per a Berkeley Daily Planet article, this bill is unlikely to become law.)
